This project was unique as it was the largest awarded project in the state of South Dakota and was the largest stimulus funded concrete paving project in the country according to the 2009 FHWA’s ARRA National Review Team Final Report. The section of the Interstate between White Lake and Plankinton was initially built in 1967. The original proposal was to complete this project in a two-year period. The project was completed in seven months or in one construction season instead of two. Reede Construction, Inc. , in discussion with the SDDOT and several subcontractors, pursued an alternate plan to complete the job in one year. The west half of the project was opened to normal traffic on October 7, 2009. The east half of the project was opened November 16, 2009. The early completion impacted future jobs and allowed the SDDOT to award another project adjacent to this project one year earlier. This action resulted in savings of public funds, etc. As the prime contractor, Reede Construction, Inc. placed 22.1 miles of new concrete surfacing plus ramps at all exits and rest area. To promote the “green” aspects of the project, the existing nine inches of 42 year old deteriorated, concrete pavement was recycled and used under the new concrete pavement. Over 142,000 tons of crushed concrete was recycled. In addition, the asphalt shoulders were milled and approximately 8,200 tons of old asphalt was used for the new asphalt concrete shoulders. Thirty percent of the aggregate in the asphalt concrete shoulders was recycled asphalt. Reede Construction, Inc. was honored to receive several state awards on this project.
